Microsoft is developing smart phone software to allow speaking using eye movements.

Gazespeak uses the cross axis eye movements (up, down,  left, right), to control simplified predictive text. Running on a smartphone. Developed by Xiaoyi Zhang. It will be on view at the Conference on Human Factors in Computing Systems in Colorado. That is being held in May. The aim is to aid people with disabilities,  and lower the time taken for them to construct sentences.
